This paper aims to build a set of scenarios for its use in the solution of a stochastic two-stage optimization model for the redesign of the plastics recycling supply chain in Cuba, minimizing the effect of uncertainty in strategic decision-making. The statistical information available is insufficient to form scenarios using quantitative methods. A fuzzy inference system is used to link statistical information and expert knowledge in recycling and supply chain management. This approach increases the number of solutions and evaluates the most promising ones. Nine scenarios are obtained, and the optimal solution is to open three recycling plants.
