A study was carried out whose objective was to propose a tool to measure and evaluate the development process of new products, based on theoretical foundations such as State-Gate and Balanced Scorecard. For its construction, 4 phases were followed: a review of key concepts, a bibliometric study, an analysis of the business context, and the development of the measurement tool. The adaptation of the Balanced Scorecard to the product development process established strategic objectives for each stage and indicators to measure their fulfillment. If the objectives are not met, progress to the next stage is not possible. The tool introduced five gates with key activities: idea definition, focus construction, development, testing and validation, and finally launch. It concludes that innovation management in product development is essential for profitability and competitiveness.
